La Institute for Judicial and Legal Studies Act a été adoptée en 2011 et cette loi est entrée en vigueur le 1er octobre 2011. Le paragraphe 4(d) de la IJLSC fourni à ce moment-là était comme suit : « 4(d) as the object of the institute shall be to promote transparency and consistency in the sentencing of offenders and the award of civil damages by making recommendations to the Chief Justice for the issue of guidelines ».
